EITC Increased Oregon Family After Tax Income by $338 Million in 2002. In Oregon from 1997-2002 the federal EITC $$ increased the incomes of working families by $1.7 BILLION, an average of $283 Million annually, and reaching $338 Million in 2002 EITC Housing Subsidy Equivalent:$101 Million in 2002. Using 30% of that additional family income for housing is equivalent to $510 million in mortgage/rent subsidies, an average of $85 million annually, and reaching $101 million in 2002. EITC Helped 23% More People Than the Oregon Health Plan With ZERO Cost to the State of Oregon. While the EITC can be spend on housing needs, families are free to spend their EITC on other priority needs of their choosing , including health care. I estimate that 99,000 MORE Oregonians (23%) received the benefits of the federal EITC than are enrolled in the Oregon Health Plan [530,000 vs. 431,000] . The cost to the State of Oregon for the Oregon Health Plan was estimated in December 2005 at $1.4 Billion for the Biennium, with federal funding contributing an additional $2.2 Billion. The preliminary 2004 estimate is that there were 215,000 Oregon filers who received $352 Million in EITC. Because the federal EITC has NO cost to the State of Oregon, the leveraging of federal EITC dollars to State of Oregon dollars is exponentially higher.
